    Liberian President Appoints Dr. Adams K. Lincoln as Deputy Director General for Administration at NPHIL

    In a recent announcement, His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, appointed Dr. Adams K. Lincoln as the new Deputy Director General for Administration at the National Public Health Institute of Liberia (NPHIL). This appointment comes on the recommendation of NPHIL’s Board of Directors.

    Dr. Lincoln, a distinguished Medical Doctor and Public Health Specialist, brings over 15 years of senior management experience spanning both national and international levels. His career includes significant roles across private and public sectors, where he has been instrumental in advancing capacity building, forging collaborative partnerships, and developing evidence-based policies and programs.

    His expertise has been crucial during several critical health crises, including the Liberian civil crisis, the Ebola outbreak, and the COVID-19 pandemic. Dr. Lincoln has played a key role in enhancing health services and systems not only in Liberia but also in other countries through his international assignments with the World Health Organization. His work has taken him to Nigeria, Eritrea, Sudan, Sierra Leone, and Tanzania. Additionally, he contributes to academia as a lecturer at the University of Liberia Graduate School of Public Health.

    The management and staff of NPHIL extend a warm welcome to Dr. Lincoln as they look forward to advancing their mission under his leadership.

    Dr. Adams K. Lincoln is a seasoned Medical Doctor and Public Health Specialist with more than 15 years of experience in senior management positions both nationally and internationally. His career includes significant roles with the Ministry of Health of Liberia, various national and international NGOs, USAID, and the World Health Organization.

    Dr. Lincoln has demonstrated expertise in program planning, management, and evaluation, with a notable track record in capacity building and health worker mentorship. His efforts have supported the development of evidence-based policies and strategies, including the revision of the Community Health Services Policy and Strategy in 2015, which led to the launch of the National Community Health Assistants Program in Liberia.

    • M.D., A. M. Dogliotti College of Medicine, University of Liberia, 1989
    • MPH, The Braun School of Public Health and Community Medicine, Hebrew University, 1998

    Dr. Lincoln is currently involved in teaching the following courses:

    • ENHT604: Assessment and Planning for Public Health in the Community
    • PHLT508: Public Health Policy and Management
    • HSMT601: Applied Health Sciences Administration and Management

    In its commitment to enhancing health outcomes and addressing public health threats, the National Public Health Institute of Liberia (NPHIL) stands as a pivotal center of excellence. NPHIL aims to strengthen Liberia’s health system by preventing and controlling public health threats, promoting healthy outcomes, and serving as a vital source of knowledge and expertise.The dire Ebola Virus Disease (EVD) epidemic in West Africa underscored the urgent need for a dedicated public health institute in Liberia. In response, the Government of Liberia established NPHIL to support and revitalize the country’s health services. This strategic move aligns with efforts to bolster national health delivery systems and address future health challenges.

    NPHIL works closely with the Ministry of Health to enhance infection prevention and control measures, improve laboratory capabilities, and strengthen surveillance and disease monitoring. The institute focuses on infectious disease control, public health capacity building, and outbreak response, playing a critical role in safeguarding public health and mitigating diseases with epidemic potential.
